Reference for runtime in Agent Relay.

The skill is instructions for the host, not a background worker. It runs only when the host invokes it. Mail waits in the hub until the receiving host invokes the skill or explicitly runs relay_sync / relay_inbox. relay_ping records a ping and can reach a live listener, but it cannot wake an offline process.
